    Certificate of Bylaw Amendment: Redistricting and Reapportionment of State Bar Districts

    Notice of State Bar Bylaw Amendment

    Certificate of Bylaw Amendment: Redistricting and Reapportionment of State Bar Districts

    I, Larry M. Martin, the Executive Director of the State Bar of Wisconsin, do hereby certify that a Redistricting Proposal was duly adopted by the Board of Governors on June 18, 2025, and was approved unanimously.

    SCR 10.05(2)(c) State Bar Districts

    As required by SCR 10.05(2)(c), every ten years beginning January 1, 1995, the Board of Governors must adopt revisions to the Board of Governors Districts. At its June 18, 2025, meeting the Board of Governors unanimously approved a proposal from the Board of Governors Reapportionment Committee.

    This proposal makes the following changes:

    • Kenosha and Racine Counties: Kenosha and Racine Counties are combined into District 15.

    • Dodge County: With the change in District 15 above, Dodge County is moved to District 1 along with the existing Jefferson and Walworth Counties.

    • Remaining District 13: With the recommended move of Dodge County above, District 13 will include Ozaukee and Washington Counties.

    • Dane and Milwaukee Counties. With the reduction in State Bar membership in Milwaukee County and increase in Dane County, the total number of Board of Governor representatives for Milwaukee County is reduced to 11 and increased in Dane County to 8.

    All other districts remain unchanged.

    For additional information, a full description of the process and rationale was provided to the Board of Governors at the June 18, 2025 meeting. A memo outlining the Committee’s work as was provided to the Board of Governors is attached and made a part of this certificate as is a copy of the proposed Map of State Bar of Wisconsin Districts.

    Notice Published: July 17, 2025, in the July/August issue of Wisconsin Lawyer magazine.

    Disposition: A petition for review of any change in the bylaws will be entertained by the court if signed by 25 or more active State Bar members and filed with the clerk of court within 60 days after publication of notice of change. Hearings upon such a petition will be pursuant to notice in such a manner as the court directs. The period to petition for review ends Sept. 15, 2025.
