statutes takes effect retroactively to Oct. 14, 1997.

part) (2) KINSHIP CARE PHOTOGRAPH REQUIREMENT. The treatment of section
48.57(3p)(d) of the statutes takes effect on Jan. 1, 1998, or on the day
