    Hearing to Reinstate Patrick Michael Cooper to Practice Law

    On Wednesday, Nov. 8, 2017 at 10 a.m., a public hearing will be held before Referee Jonathan V. Goodman at the offices of Brown & Jones, Court Reporters, Mezzanine Level, 735 N. Water Street, Milwaukee, on the petition of Patrick Michael Cooper, Milwaukee, to reinstate his license to practice law in Wisconsin. Any interested person may appear at the hearing and be heard in support of or in opposition to the petition for reinstatement.

    On March 23, 2007, the Wisconsin Supreme Court suspended Cooper’s law license for three years for misconduct including conversion of client funds, multiple misrepresentations to clients, depositing client trust funds into his personal account, failing to notify others of his receipt of funds belonging to them, failing to deliver a client file to successor counsel, failing to act with diligence, failing to communicate with clients, and failing to cooperate with the Office of Lawyer Regulation’s (OLR’s) grievance investigations.     The supreme court later suspended Cooper’s law license for two more years, commencing March 23, 2010, for misconduct related to his lack of diligence, failing to communicate with clients’ various requests for information, failing to return client files, misrepresentation to a client, failing to obey a court order, and failing to cooperate with the OLR’s grievance investigations.     To be reinstated, Cooper has the burden of substantiating by clear, satisfactory, and convincing evidence that 1) he has the moral character to practice law in Wisconsin, 2) his resumption of the practice of law will not be detrimental to the administration of justice or subversive of the public interest, 3) all of his representations in his reinstatement petition are substantiated, and 4) he has complied fully with the terms of the orders of suspension and with SCR 22.26.
