    The Compliance & Organizational Risk Director acts as the Privacy Officer and Program Integrity Compliance Officer (PICO) under the DHS Program Integrity regulations. Provides effective legal advice and services to Executive Leadership on key areas such as Compliance, Organizational Risk, Contracts, and on company strategies and their implementation. The Compliance & Organizational Risk Director will develop and oversee programs, policies, and practices to ensure that all Lakeland Care, Inc. (LCI) divisions are in compliance with applicable laws, regulations and contracts in a manner consistent with best practices, financial policy and reporting regulations with specific focus on HIPAA, program integrity, civil rights, OCI and other legal requirements. This position tracks laws and regulations that might affect LCI's policies and ensures implementation of necessary changes. The Compliance & Organizational Risk Director will also be responsible for analyzing proposed legislation that affects LCI’s operations, products, services.

    Direct reports include Compliance Manager and Organizational Risk Manager. Travel will be required as needed.

    Responsibilities & Competencies:

    · Oversee and monitor LCI’s compliance program, and report on a regular basis to the Lakeland Care Board of Directors, CEO, and Compliance Committee on the status of the compliance program. Lead and be responsible for all Lakeland Care Compliance Committee activities.

    · Develop, coordinate, and participate in a multifaceted educational and training program that focuses on the elements of the compliance program and seeks to ensure that all appropriate employees and managers are knowledgeable of, and comply with, pertinent Federal and State standards, rules, and regulations.

    · Oversee the organization’s comprehensive insurance and risk management program, assess, and identify risks that could impede the reputation, safety, security, or financial success of the organization

    · Analyze various legal documents upon request; in addition to, reviewing general business contracts and collaborating with outside legal counsel as appropriate.

    · Perform risk assessments to analyze and identify current and potential risks that are affecting LCI and manage risk mitigation strategies and tactics.

    · Periodically revise the compliance and organizational risk programs to reflect changes in LCI’s needs and in the law, contracts, policies, and procedures of governmental regulations.

    · Establish and serve as a member of LCI’s Ethics Committee.

    · Develop policies and programs that encourage managers and employees to report suspected fraud, risk, and other improprieties without fear of retaliation.

    · Recommend and implement risk management solutions such as insurance, safety, and security policies, and ensure LCI has a comprehensive Disaster Recovery Business Continuity plan.

    Qualifications:

    · Juris Doctor degree from a law school accredited by the American Bar Association (ABA).

    · License to practice law in the State of Wisconsin preferred.

    · Minimum of five (5) years’ progressive compliance management experience.

    · Previous Medicare/Medicaid Operations/health care industry experience preferred.

    · Must have strong interpersonal skills, a flexible, collaborative, and team-oriented approach to problem-solving and an ability to work in a fast-paced, rapidly changing environment.

    · Must possess effective public speaking skills.

    · Must possess effective planning and organizational skills.

    · Demonstrated ability to read, analyze, interpret, and provide recommendations on related documents.

    · Demonstrated ability to communicate clearly and concisely with diverse sections of the general population and professional community in oral and written communications.

    · Demonstrated aptitude for effective leadership of staff.

    · Ability to build positive, collaborative working relationships with leaders and staff.

    · Certified Compliance & Ethics Professional (CCEP) preferred.

    · Current driver’s license, acceptable driving record and proof of adequate insurance.
