    Staff Counsel (hybrid remote in Wisconsin)

    It is anticipated that this position will work a blend of remote (up to 80%) and in-office work at our downtown Madison location (201 E. Washington Ave.). High speed internet access is required to meet the needs of remote work. Our office is located near a wide variety of restaurants and food carts, live music and events, the farmer's market, B-cycle rentals, lakefront parks, the Capital City bike path, and multiple bus routes.

    Position Summary

    What you'll do:

    · Provide legal advice regarding the administration of DWD programs.

    · Participate in the development and review of contracts, memoranda of understanding, grant agreements, and other agreements.

    · Draft and review legislation and administrative rules.

    · Represent DWD at legislative hearings or other public forums.

    · Represent the department in legal actions.

    · Respond to open records requests.

    Salary Information

    Starting salary is between $83,200 and $96,720 per year depending on qualifications and experience, plus excellent benefits.

    The classification title for this position is Attorney (schedule 09, range 75). A 12-month probationary period will be required. This position is represented by the Wisconsin State Attorneys Association and is exempt under the Fair Labor Standards Act.

    Pay will be set in accordance with the State Compensation Plan in effect at the time of appointment. Starting pay may vary for current state employees.

    Job Details

    Travel: occasional travel is required.

    Criminal histories: we also consider all qualified applicants with criminal histories, consistent with applicable federal, state and local law. Finalists for this position may be required to allow DWD to conduct a background check or other checks to determine whether the circumstances of any conviction may be related to the job being filled. This position has access to sensitive federal tax information; FBI fingerprinting will be required.

    Eligibility to work in United States: applicants must be legally entitled to work in the United States (i.e. a US citizen or national or a lawful permanent resident) at the time of appointment. DWD does not sponsor visas and is not an eligible OPT employer for those with F1 visas. This is not a contract position. Any appointment made will be contingent on the applicant being able to prove valid status to work in the United States.

    Qualifications

    Qualifications marked with an asterisk (*) below will be evaluated in the first step of the selection process. Additional qualifications may be evaluated in subsequent steps.

    You need to have the following:

    · *Current active license in good standing to practice law in the State of Wisconsin.

    · *Experience drafting and reviewing contracts (e.g. state, federal, or other grant agreements, data sharing agreements, commercial leases, interagency agreements, MOUs/MOAs, software licenses/hardware maintenance agreements, procurement contracts).

    · *Experience conducting legal research using online research tools such as Westlaw or comparable.

    · Communicating with individuals and groups with diverse backgrounds, perspectives, and goals.

    Any of the following experience would be nice to have:

    · *Providing legal advice regarding the Public Records Law and drafting public records responses or requests.

    · *Providing legal advice to clients, including top management, regarding the negotiation, interpretation and administration of grants or contracts.

    · *Applying the federal Uniform Guidance (2 CFR part 200);

    · *Applying the State Procurement Manual and state contract law (Wis. Stat. §§ 16.70 – 16.78 and Wis. Admin. Code ch. Adm 50).
