    EichJudge William Eich, U.W. 1963, retires from the court Oct. 1 after 35 years of service, 26 as a judge. Eich served as chief justice of the Wisconsin Court of Appeals from 1989-98, longer than any other chief judge.

    Judge Edwin Dahlberg, U.W. 1949, has retired from the bench after 41 years of service in Rock County.

    Judge Thomas H. Barland, U.W. 1956, received the award of judicial excellence presented by the ABA judicial division National Conference of State Trial Judges. He was recognized for his "outstanding performance and achievement, exemplary conduct, excellence of character, and extraordinary service to the bench, bar, and community."

    Scott Hassett, Rutgers 1980, a shareholder at Lawton & Cates S.C., Madison, has been named chair of the board of directors of the Natural Resources Foundation of Wisconsin.

    James W. McNeilly Jr., U.W. 1981, has become a member of the Commercial Law League of America, an organization of bankruptcy and commercial law professionals.

    In conjunction with the State Bar Annual Convention, the following awards were presented at the seventh annual Pro Bono Publico Awards and Equal Justice Coalition Reception hosted by Legal Action of Wisconsin and its Volunteer Lawyers Project, Legal Services of Northeastern Wisconsin, western Wisconsin Legal Services, Wisconsin Judicare, and the Equal Justice Coalition: Mary Lou Massignani Community Activist Award - Liz Marquardt, Task Force on Family Violence; Dan Tuchscherer Legal Services Staff Advocate Award - Kevin Magee, Lewis and Clark-NW 1979, and David Pifer, Detroit 1981, both of Legal Action of Wisconsin; Partners for Survival Award - State Sen. Brian Burke, Georgetown 1981, and State Sen. Gwen Moore; Individual Award for Outstanding Pro Bono Service - Jane Anderson, Minnesota 1982, Anderson Law Office; Outstanding Lay Volunteer - Patricia Koppenhoefer, Cooperating Churches of Greater Waukesha; and Bar Association Leadership Award - Milwaukee Young Lawyers Association.

    Mergers, Relocations,
    New Associations

    John J. Hogan, Marquette 1977, and Timothy B. Melms, Marquette 1993, have joined as partners establishing Hogan & Melms LLP, Rhinelander. Continuing as an associate is Jennifer A. Stuber, Valparaiso 1998. Susan Rosenberg, Marquette 1983, joins the firm as of counsel, continuing to emphasize personal injury and civil litigation consulting. The firm serves general practice areas, including personal injury, insurance defense, family, real estate, estate planning, and criminal law.

    Paul R. Gurtler, Hamline 1989, has formed ProRisk Underwriters Inc., N71 W27166 Hansen Dr., Sussex. Gurtler will continue practicing in liability insurance policies for attorneys. The organization will concentrate in municipal insurance consulting, directors and officers liability, employment practices liability, union liability and errors and omissions insurance.

    The Association of State Prosecutors has elected the following officers: president - John R. Burr, Madison; vice president - Catharine D. White, Shawano; secretary - Audrey Skwierawski, Milwaukee; and treasurer - Gale G. Shelton, Whitefish Bay.

    The Dane County Bar Association has elected these officers: president - James L. Fullin, Madison; president-elect - Kevin J. Palmersheim, Middleton; secretary - Leslie B. Griffith, Madison; and treasurer - Valerie Bailey Rihn, Madison.

    The Door-Kewaunee County Bar Association has elected the following officers: president - Richard S. Hoyerman, Sturgeon Bay; president-elect - Jacob M. Blazkovec, Algoma; and secretary/treasurer - Jeffrey K. Fields, Sturgeon Bay.

    FriedmanJames D. Friedman, Notre Dame 1972, has been appointed to the newly created Wisconsin Department of Financial Institution's Task Force on Financial Competitiveness 2005. The task force will analyze the needs of Wisconsin's financial instutions and make recommendations on policy initiatives to enhance the state's regulatory and economic environment. Friedman is a partner with Quarles & Brady LLP, Milwaukee, and practices in financial institutions law.

    Carl W. Gilmore, U.W. 1994, has been elected president of the McHenry County Bar Association, McHenry County, Ill. Gilmore practices family law with Mohr, Mangiamele, Bruce & Gilmore, McHenry, Ill.

    Kimberly A. Hurtado, Marquette 1988, has been appointed to the board of governors of the American Bar Association forum on the construction industry. Hurtado previously served as chair of the contract negotiations and administration division and is coauthor and editor of Partnering in Construction: A Practical Guide to Project Success, a book published by the forum.

    The Iowa County Bar Association has elected these officers: president - Timothy L. Angel; president-elect - Ted N. Frank; and secretary/treasurer - Erik C. Peterson, all of Dodgeville.

    Marla J. Stephens, Marquette 1981, has been elected chair of the State of Wisconsin Judicial Council. Stephens is director of the appellate division for the Wisconsin Public Defender Office. She previously was first assistant of the Milwaukee appellate office and assistant state public defender in the Milwaukee trial office (then the Milwaukee appellate office). Ruth A. Bachman, U.W. 1978, has been elected vice chair of the Judicial Council. She is an assistant DA in Barron County, and previously was district attorney in Eau Claire county, assistant DA in Eau Claire and Ashland counties, and assistant attorney general.

    The Lafayette County Bar Association has elected the following officers: president - Scott A. Berndtson, Galena, Ill.; secretary - Lance A. McNaughton, Shullsburg; and treasurer - Eldon R. Hird, Blanchardville.

    The League of Wisconsin Municipalities - Municipal Attorneys has elected these officers: president - James G. Godlewski, Merrill; and secretary - Waldemar H. Klimczyk, Janesville.

    The Lincoln County Bar Association has elected the following officers: president - Wright C. Laufenberg; president-elect - Carol A. Hagstrom; and secretary/treasurer - Robert R. Russell, all of Merrill.

    The Manitowoc County Bar Association has elected these officers: president - Michael A. Loduha; president-elect - Patrick A. Dewane Jr.; and secretary/treasurer - D. Tyler Fellows, all of Manitowoc.

    The Marathon County Bar Association has elected the following officers: president - Christine R.H. Olsen, Wausau; president-elect - Philip J. Freeburg, Schofield; secretary - Sarah L. Rudolph, Wausau; and treasurer - Carolie Balder Kuehn, Wausau.

    Curtis A. Paulsen, Marquette 1985, was elected to the Milwaukee Bar Association's board of directors for a three-year term. Paulsen is a shareholder at Whyte Hirschboeck Dudek S.C., concentrating in commercial litigation, employment law, construction law, and mediation services.

    The Racine County Bar Association has elected the following officers: president - John A. Becker; president-elect - Lincoln K. Murphy; treasurer - Bernard J. Powers; and secretary - Giulio Fornary, all of Racine. The association also elected Steven Botzau and Timothy Boyle to the board of governors.

    The Rock County Bar Association has elected these officers: president - Kellie M. Krake, Madison; president-elect - Michelle M. Burgraff, Janesville; treasurer - Anne T. Nack, Janesville; and secretary - Kayla Korkow Hiller, Janesville.

    The St. Croix Valley Bar Association has elected these officers: president - Ronald L. Siler, New Richmond; president-elect - R. Michael Waterman, Hudson; treasurer - Sheila J. B. Paul, Hudson; and secretary - Rose M. Allen, Hudson.

    Judge Thomas S. Utschig, William Mitchell 1977, has been reappointed to the U.S. Court of Appeals for the Seventh Circuit. Utschig is the bankruptcy judge for the U.S. Bankruptcy Court for the Western District of Wisconsin and his office is in Eau Claire.

    The Waukesha County Bar Association has elected these officers: president - Samuel W. Benedict; president-elect - Kathryn S. Gutenkunst; and secretary/treasurer - Brian G. Carroll, all of Waukesha.

    The Waupaca County Bar Association has elected the following officers: president - David L. Forsythe, Iola; president-elect - Paul J. Sturm, Manawa; and secretary/treasurer - William M. Lennon, Waupaca.

    Gregg Hagopian, U.W. 1987, spoke at the International Association of Assessing Officers 21st annual legal seminar in New Orleans, La. He spoke on tax exemptions and the increasing reliance by nonprofit organizations on money-generating activities.

    Coleen C. Higgins, U.W. 1980, Tulane LL.M - Admiralty Law with distinction 1990, lectured at the London School of Economics Grimshaw Club on the role of the international maritime organization in international relations. Higgins is legal officer at the International Maritime Organization (United Nations), London, England.
