OLR Hearing to Reinstate William J. Spangler

On Tuesday, July 28, 2020, a public hearing will be held at 8:30 a.m. before Office of Lawyer Regulation (OLR) Referee John B. Murphy on the petition of William J. Spangler, Eau Claire, to reinstate his Wisconsin law license. Any interested person may appear at the hearing and be heard in support of or in opposition to the petition.

Due to Covid-19 restrictions, this hearing will be held by remote videoconference. Any person wishing to testify or watch the proceeding will be given access via online videoconference.

In 2016, the Wisconsin Supreme Court suspended Spangler’s law license for six months for misconduct that involved failing to communicate and consult with two separate clients; intentionally providing false information to both clients about their matters; and providing fake documents he created to each client. Disciplinary Proceedings Against Spangler, 2016 WI 61.

To be reinstated, Spangler has the burden of substantiating by clear, satisfactory, and convincing evidence that 1) he has the moral character to practice law in Wisconsin, 2) his resumption of the practice of law will not be detrimental to the administration of justice or subversive of the public interest, 3) all of his representations in his reinstatement petition are substantiated, and 4) he has complied fully with the terms of the order of suspension and with SCR 22.26.

Relevant information can be provided to or obtained from (including instructions to attend the videoconference hearing) OLR Assistant Litigation Counsel John T. Payette, 110 E. Main St., Suite 315, Madison, WI 53703; or john.payette@wicourts.gov.
