When Phyllis Randolph Frye was appointed to the bench in 2010, she became the first “out” transgender judge in the United States. Phyllis is also a senior partner at the law firm of Frye, Benavidez and O’Neil PLLC, where she exclusively represents transgender clients in name-change and discrimination cases.

Phyllis is recognized as the “Grandmother” of the national transgender legal and political movement, which she is credited with kick-starting in the 1990s. In 2015, the NY Times chronicled Phyllis’ life work and personal journey in a front-page feature article entitled, “Once a Pariah, Now a Judge: The Early Transgender Journey of Phyllis Frye.”

Due to decades of advocacy for issues affecting LGBTIQ individuals, Phyllis has been the recipient of multiple awards, a few of which include: the National LGBT Bar Association’s Dan Bradley Award, the Stonewall Award from the Commission on Sexual Orientation and Gender Identity of the American Bar Association, and a Civil Rights Leader recognition from the Southwest Region of the Anti-Defamation League.

A graduate of the University of Houston Law School, Phyllis is also an Eagle Scout, a former member of the Texas A&M Corps of Cadets, a veteran (1LT-USA), and an engineer.
