The Bill of Rights: An Introduction

This publication is designed for use in classrooms and public forums to give the public an appreciation of the impact the Bill of Rights plays in the life of this nation. The first eight amendments limit the power of government, the ninth suggests that rights other than those listed also may exist, and the tenth underlines the fact that the national government exercises only powers granted to it under the U.S. Constitution.
