    Jan. 20, 2010 – State Bar CLE Books has just released the 2010 edition of the popular Wisconsin Public Records and Open Meetings Handbook. Author Melanie Swank has added so much information to this edition that we had to move it into a binder.

    If you’re already familiar with the handbook, you’ll know that it provides a thorough exploration of Wisconsin’s Public Records and Open Meetings laws. Part One discusses the practical applications of the Public Records Law, including the notice provisions created by the 2003 amendment to the Public Records Law. You will learn what should be included in a public records request, how public records custodians should respond to a request, and what time limits apply to the response process. Part Two takes a practical look at the Open Meetings Law, discussing what “open” means, how notice should be given to the public, when a meeting legally may be closed to the public, and how the law is enforced. Both laws are reprinted in full in the appendix. A comprehensive index makes finding the answer to specific questions easy.

    This area of law is evolving rapidly.     Swank is well-qualified to write on this topic. A 1994 graduate of Marquette Law School, Swank works in the Milwaukee City Attorney’s Office where she handles all city and school public records and open meetings issues. She is president-elect of the State Bar’s Government Lawyers Division (GLD), is a member of the GLD’s Continuing Legal Education Committee, and serves on the State of Wisconsin Public Records Board. She is also a regular speaker at State Bar CLE seminars on the topic of public records and open meetings.
