Reinstatement Proceedings of Jean M. Robinson
On Oct. 20, 2021, the Wisconsin Supreme Court reinstated the law license of Jean M. Robinson. Reinstatement Proc. of Robinson, 2021 WI 80.
Robinson was admitted to practice law in Wisconsin in 1985 and was admitted to practice law in the District of Columbia in 2004. In 1987, the Wisconsin Supreme Court suspended her Wisconsin law license for one year. See In re Disciplinary Proc. Against Robinson, 140 Wis. 2d 538, 411 N.W.2d 137 (1987).
In 2020, the Wisconsin Supreme Court suspended Robinson’s Wisconsin law license for 18 months, effective June 30, 2019. See In re Disciplinary Proc. Against Robinson, 2020 WI 76. The latter Wisconsin suspension was reciprocal to that imposed on Robinson in the District of Columbia, and the effective date of the Wisconsin suspension was coterminous with the imposed date of the District of Columbia suspension.
Robinson’s misconduct in the District of Columbia involved allegations of improprieties surrounding a former client. It was determined that the misconduct intentionally prejudiced the client in the course of their attorney-client relationship and that Robinson revealed client confidences or secrets and acted with dishonesty, fraud, deceit, or misrepresentation.
Effective Jan. 1, 2021, new reinstatement provisions permit the Wisconsin Supreme Court to consider a reinstatement petition by stipulation when the Office of Lawyer Regulation (OLR) concludes, upon investigation, that the petitioner has demonstrated that all reinstatement criteria have been met. See SCR 22.30(4), (5). The court considers the petition and stipulation without the appointment of a referee and may approve the stipulation and reinstate the petitioner’s law license, reject the stipulation and refer the petition to a referee for a hearing, or direct the parties to consider modifications to the stipulation.
On March 24, 2021, Robinson filed a petition for reinstatement of her Wisconsin law license. The OLR investigated Robinson’s petition and found she had demonstrated that she has satisfied all of the criteria for reinstatement.
On Aug. 10, 2021, the parties filed a stipulation and the OLR filed a memorandum in support of the stipulation. The court granted reinstatement, stating, “Based on the stipulation, and noting that the record contains no evidence to the contrary, we conclude that Attorney Robinson has established by clear, satisfactory, and convincing evidence that she has satisfied all of the criteria necessary for reinstatement.”
