    Bonding authority to refund and discount debt

    Publication date*: Feb. 27, 1998

    Relating to: Granting bonding authority for refunding general obligation debt and for the discount sale of debt.

    Defining the practice of nursing

    Publication date*: March 17, 1998

    Relating to: Defining the practice of nursing to include acting under the direction of optometrists.

    Effective dates: This act takes effect on the day after publication, except as follows:

    (1) The repeal and recreation of section 441.11 (3) and (4) of the statutes takes effect on the first day of the 25th month beginning after publication.

    Nonresident individual income
    tax reciprocity with Illinois

    Publication date*: April 3, 1998

    Relating to: Nonresident individual income tax reciprocity with the state of Illinois and making appropriations.

    Initial applicability: (1) This act first applies to taxable years beginning on Jan. 1, 1998.

    Ratifying the 1997-99 Milwaukee Graduate
    Assistants Association agreement

    Publication date*: April 3, 1998

    Relating to: Ratification of the agreement negotiated between the state of Wisconsin and the Milwaukee Graduate Assistants Association, AFT, Local 2169, AFL-CIO, for the 1997-99 biennium, covering employees in the program, project and teaching assistants of the University of Wisconsin-Milwaukee collective bargaining unit, and authorizing an expenditure of funds.

    Effective date: (1) This act takes effect on the day following publication, except that those provisions specifically identified as having other effective dates in the agreement covering employees in the program, project and teaching assistants of the University of Wisconsin-Milwaukee collective bargaining unit are effective on the dates provided in that agreement.

    Ratifying the 1997-99 Association
    of State Prosecutors agreement

    Publication date*: April 3, 1998

    Relating to: Ratification of the agreement negotiated between the state of Wisconsin and the Association of State Prosecutors for the 1997-99 biennium, covering employees in the assistant district attorneys collective bargaining unit, and authorizing an expenditure of funds.

    Effective date: (1) This act takes effect on the day following publication, except that those provisions specifically identified as having other effective dates in the agreement covering employees in the assistant district attorneys collective bargaining unit are effective on the dates provided in that agreement.

    Ratifying the 1997-99 Wisconsin Physicians
    and Dentists Association agreement

    Publication date*: April 3, 1998

    Relating to: Ratification of the agreement negotiated between the state of Wisconsin and the Wisconsin Physicians and Dentists Association, for the 1997-99 biennium, covering employees in the professional patient treatment collective bargaining unit, and authorizing an expenditure of funds.

    Effective date: (1) This act takes effect on the day following publication, except that those provisions specifically identified as having other effective dates in the agreement covering employees in the professional patient treatment collective bargaining unit are effective on the dates provided in that agreement.

    Regulating physician assistants

    Publication date*: April 16, 1998

    Relating to: Regulation of physician assistants, the authority of physician assistants to prescribe drugs and devices and granting rule-making authority.

    Effective date: (1) This act takes effect on the first day of the 10th month beginning after publication.

    Regulating pharmacists

    Publication date*: April 23, 1998

    Relating to: The administration of drug products and devices and vaccines by pharmacists, continuing education for pharmacists, creating a pharmacist advisory council and granting rule-making authority.

    Effective dates: This act takes effect on the first day of the ninth month beginning after publication, except as follows:

    (1) Section 11 of this act takes effect on the day after publication.

    Annuities under the Wisconsin retirement system

    Publication date*: April 23, 1998

    Relating to: The five-year vesting requirement to receive an annuity under the Wisconsin retirement system.

    Initial applicability: (1) This act first applies to participants in the Wisconsin retirement system who terminate covered employment on the effective date of this subsection.

    Lake bed areas owned by Milwaukee County

    Publication date*: April 23, 1998

    Relating to: Lake bed areas owned by Milwaukee County that are used for certain recreational purposes and to Milwaukee County having the duties and powers of a board of harbor commissioners in regard to certain lake bed areas.

    Paying commissions to an
    independent sales representative

    Publication date*: April 23, 1998

    Relating to: The payment of commissions owed to an independent sales representative.

    Initial applicability: (1) This act first applies to an independent sales representative, as defined in section 134.93 (1) (b) of the statutes, as created by this act, who is affected by an agreement that contains provisions that are inconsistent with section 134.93 (3), (4) or (5) of the statutes, as created by this act, on the day after the agreement expires or on the day on which the agreement is extended, modified or renewed, whichever occurs first.

    Foreclosure notices

    Publication date*: April 23, 1998

    Relating to: Publication of foreclosure notices; notices to former owners of tax-deeded property; and recovery of the costs of foreclosure of tax-deeded land.

    Initial applicability: (1) The treatment of section 75.521 (5) and (6) (form) of the statutes first applies to proceedings begun on the effective date of this subsection.

    Remedial legislation

    Publication date*: April 23, 1998

    Relating to: Disclosure of juvenile adjudications in criminal sentencing proceedings; requests by a district attorney for assistance in carrying out his or her duties; annual reports by state agencies concerning records and forms management; and reports by the department of administration concerning distribution and usage of gasohol and alternative fuels in this state (suggested as remedial legislation by the department of administration).

    Publication date*: April 23, 1998

    Relating to: Prohibiting insurers from requesting genetic test information from health-care providers.

    Dietitians' certification requirements

    Publication date*: April 23, 1998

    Relating to: Certification requirements for dietitians.

    Purchasing used home furnishings

    Publication date*: April 23, 1998

    Relating to: The purchase of used home furnishings by antique dealers and recyclers and providing a penalty.

    Students' use of inhalers

    Publication date*: April 27, 1998

    Relating to: Allowing pupils to possess and use metered dose and dry powder inhalers.

    Effective date: (1) This act takes effect on Sept. 1, 1999.

    The Child Abuse and Neglect Prevention Board

    Publication date*: April 27, 1998

    Relating to: Authorizing the child abuse and neglect prevention board to form a nonstock, nonprofit corporation and making an appropriation.

    The Nonstock Corporation Law

    Publication date*: April 27, 1998

    Relating to: The nonstock corporation law and providing penalties.

    Effective date: (1) This act takes effect on Jan. 1, 1999.

    Care of a child

    Publication date*: April 27, 1998

    Relating to: Substitute care providers of children, termination of parental rights, the appointment of a relative of a child as the guardian of the child, paternity determinations and the duties of juvenile court intake workers.

    Regulating home inspectors

    Publication date*: April 27, 1998

    Relating to: The regulation of home inspectors, providing an exemption from emergency rule procedures, granting rule-making authority and providing penalties.

    Effective dates: This act takes effect on the first day of the seventh month beginning after publication, except as follows:

    (1) Section 3 of this act takes effect on the day after publication.

    Exposing children to harmful descriptions

    Publication date*: April 27, 1998

    Relating to: Exposing a child to harmful descriptions or narrations and providing a penalty.

    Initial applicability: (1) This act first applies to offenses occurring on the effective date of this subsection.

    Calculating probate filing fees

    Publication date*: April 27, 1998

    Relating to: Calculating the probate filing fee.

    *Section 991.11, Wisconsin Statutes 1995-96: Effective date of acts. "Every act and every portion of an act enacted by the legislature over the governor's partial veto which does not expressly prescribe the time when it takes effect shall take effect on the day after its date of publication as designated" by the secretary of state [the date of publication may not be more than 10 working days after the date of enactment].
