July 20, 2016 – On Tuesday, Oct. 11, 2016, at 9 a.m., a public hearing will be held before Referee John B. Murphy at the State Bar of Wisconsin Center, Whyte Room, 5302 Eastpark Boulevard, Madison, on the petition of Richard W. Voss, Rhinelander, to reinstate his license to practice law in Wisconsin. Any interested person may appear at the hearing, either in person or by telephone, and be heard in support of or in opposition to the petition for reinstatement.
On July 18, 2014, the Wisconsin Supreme Court suspended Voss’s law license for 18 months for misconduct consisting of, among other things, converting money of his client’s funds either for his own use or to cover expenditures for other client matters, committing various trust account violations, and making misrepresentations to a court regarding his client’s assets. On Dec. 8, 2015, the supreme court suspended Voss’s law license for an additional 60 days for misconduct consisting of failing to comply with bankruptcy procedure; failing to disclose client funds held in trust; failing to adequately supervise his staff; and trust account and recordkeeping violations. To be reinstated, Voss has the burden of substantiating by clear, satisfactory, and convincing evidence that he has the moral character to practice law in Wisconsin; his resumption of the practice of law will not be detrimental to the administration of justice or subversive of the public interest; all of his representations in his reinstatement petition are substantiated; and he has complied fully with the terms of the orders of suspension or revocation and with SCR 22.26.
