The of Office of Rock County Corporation Counsel is recruiting the position of Deputy Corporation Counsel. The Deputy Corporation Counsel serves as the most senior level attorney underneath the Corporation Counsel, fulfilling the duties and responsibilities of the office as directed by the Corporation Counsel. Primary responsibilities including representing the County in any court or administrative proceedings to which the County is a party, including code enforcement, collections and small claims, benefits appeals, unemployment appeals, and bankruptcy proceedings; representing the interests of the public in proceedings under Chapter 51 (civil commitments), 54 (petitions for guardianship), & 55 (petitions for protective placement or services) of the Wisconsin Statutes; serve as the chief HIPAA compliance officer working directly with the HIPAA Privacy and Security Officers to ensure HIPAA compliance across County departments; draft, review, negotiate, and approve legal documents including contracts, memorandum of understanding, intergovernmental agreements, leases, deeds, or notices which are related to the business affairs of the County; and advise County leaders on the legal matters pertinent to the operations of county government, including application of the Public Records and Open Meetings laws, parliamentary procedure, and matters relating to internal governance. Requirements include experience in the professional practice of law, including municipal legal experience; graduation from an accredited school of law; licensed to practice in the State of Wisconsin. The ideal candidate will have at least 5 years of experience in the practice of law, with experience in municipal or public employment law.
