    Title IX Coordinator – Legal Services – Madison Metropolitan School District

    Purpose of Position:
    This position incumbent serves as the District’s Title IX Coordinator and primary investigator of complaints filed under the District’s Non-Discrimination policies. The incumbent is responsible for developing and coordinating training, the implementation of the District’s Affirmative Action Plan, Contract Compliance Plan, assisting with ADA/504 issues as appropriate, and supporting District staff in these areas.

    Essential Duties & Responsibilities:
    1. Investigating complaints of discrimination, keep track of reports and complaints, identify patterns of harassment/discrimination and provide training to District personnel.
    2. Advising on procedures/processes to guarantee prompt, internal, and impartial resolution of cases of alleged discrimination, including those related to sexual harassment and racial harassment.
    3. Developing and conducting trainings regarding discrimination, including sexual harassment, equity, bias, privilege and other related topics.
    4. Overseeing and coordinating investigations, responses, and resolutions to complaints, and collaborate with District and school-based administration to identify, resolve and prevent potential violations of the District’s Non-Discrimination policies and address systemic problems.
    5. Ensuring ongoing compliance with Title IX by collecting and analyzing data, writing comprehensive reports and maintaining records of investigations.
    6. Selecting, training, and overseeing designated Deputy Title IX Coordinators/Title IX Liaisons, Investigators, Decision-Makers, Appeals Officers, and all District staff across critical areas of the District; ensures investigators, adjudicators, and those involved with processing Title IX complaints are adequately trained in compliance with Title IX Regulations and OCR Guidance.
    7. Interpreting Non-Discrimination requirements of Federal, State and local agencies, including those related to Title IX, Title VII, OCR, EEOC, and the City of Madison Department of Civil Rights and evaluates these requirements in relation to specific departments and/or programs.
    8. Responding to complaints from enforcement agencies as assigned.
    9. Acting as a mediator to help resolve complaints.
    10. Disseminating District policies related to equal employment, affirmative action, anti-harassment and discrimination.
    11. Developing, implementing, and monitoring the District’s five-year Affirmative Action Plan.
    12. Developing, implementing, and monitoring the District’s five-year Contract Compliance Plan.
    13. Coordinating with other District departments to engage in outreach to Historically Underutilized Businesses (HUB) to ensure that such firms have an equal opportunity to serve as direct vendors to the District and/or as subcontractors for District contractors and vendors.

    Salary: Administrator Salary Schedule, Grade 8, 225 Day Contract, Salary Range: $89, 660.25-$100, 197

    Education, Knowledge, Skills, Abilities to perform essential job functions:
    • Bachelor’s Degree: Masters or Juris Doctor preferred.
    • A minimum of three years of experience in anti-discrimination investigations/training and affirmative action or contract compliance, or any combination of education and experience that provides equivalent knowledge, skills and abilities.
    • In depth knowledge of the federal, state, and local laws pertaining to civil rights, discrimination, harassment and affirmative action, as they apply to public education and employment including the Equal Employment Opportunity Act of 1972 (EEO), Americans with Disabilities Act (Title II), Title VI of the Civil Rights Act of 1964 (Title VI), Title VII of the Civil Rights Act of 1964 (Title VII), Title IX of the Educational Amendments Act of 1972 (Title IX), the Age Discrimination in Employment Act (ADEA), all as amended where applicable, and other federal, state, and local anti-discrimination laws and requirements.
    • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
    • Excellent writing skills and ability to produce written reports and investigation summaries.
    • Effectively collect, interpret, and summarize data and legal requirements.
    • Proven ability to develop and present educational programs and/or workshops.
    • Ability to investigate and analyze formal and informal complaints and to draw conclusions.
    • Skills in organizing resources and establishing priorities.
    • Conflict resolution and/or mediation skills.
    • Ability to gather data, compile information and prepare reports.
    • Ability to use independent judgment and to use discretion regarding confidential information and investigations generally.
    • Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures.
    • Ability to foster a cooperative work environment.
    • Knowledge of current and emerging legislation, issues, and trends as appropriate to the Title IX Coordinator position, and other equal opportunity laws in the education setting.
    • Strong organizational skills and ability to effectively manage time and competing demands as required.
