    Program Analyst – Wisconsin Court System, Children’s Court Improvement Program

    The Program Analyst for the Children’s Court Improvement Program provides complex analysis and recommendations on policy, procedural, and legal issues related to the court processing of child in need of protection or services (CHIPS) and termination of parent rights (TPR) cases. The program analyst also collects and analyzes qualitative and quantitative data to assess compliance with outcome measures and program requirements; provides technical assistance to circuit courts; and advises and provides staff support to various internal and external committees.

    LOCATION: Madison
    SALARY: $23.50 to $30.00 per hour with a State of Wisconsin benefits package. Salary will be determined based on the selected candidate’s qualifications and experience.
    CLASSIFICATION: Program Analyst

    RESPONSIBILITIES:
    (1) Conducts policy and program analysis—identifies issues, researches and addresses inquiries, drafts documents relating to CHIPS and TPR.
    (2) Collects and analyzes quantitative and qualitative data to assess progress on outcome measures.
    (3) Provides technical assistance to circuit courts.
    (4) Staffs internal and external committees.
    (5) Reviews new and existing legislation and provides policy recommendation on implementation.

    QUALIFICATIONS:
    Required:
    (1) Extensive knowledge of public policy and procedure development, program implementation, and evaluation.
    (2) Extensive knowledge of data collection and analysis and cross system collaboration.
    (3) Working knowledge of state and federal child welfare laws.
    (4) Working knowledge of juvenile court operations and practices.
    (5) Skill in research and technical writing. Preferred:
    (6) A Bachelor’s degree and demonstrated experience in an area related to child welfare and juvenile court.
    (7) Policy or legal experience in a child welfare, juvenile justice, circuit court or related setting.
    (8) Education or experience in legal research and analysis.

    SPECIAL REQUIREMENTS:
    (1) Must be able to travel throughout the State of Wisconsin.
    (2) Must meet the minimum standards for driving a state vehicle.
