    Four attorneys have joined the Wisconsin Department of Natural Resources. Lacey Cochart, Vermont 2012, focuses on remediation and redevelopment. Chandra Harvey, U.W. 2010, focuses on fisheries, wildlife, and endangered resources. She previously was with the Office of the State Public Defender. Michael Kowalkowski, U.W. 2011, focuses on law enforcement. He previously held other positions with the DNR. Michael Szabo, Marquette 2005, focuses on air law issues. He was previously with Smith Amundson, Milwaukee.

    Brian R. Zimmerman, Marquette 2009, has been named a shareholder at Hurtado S.C. Counselors at Law, Wauwatosa, focusing in complex construction litigation, alternative dispute resolution, and contract negotiation.

    Mergers, Relocations, New Offices

    Bruce M. Davey, U.W. 1968, and Lisa C. Goldman, U.W. 1997, both formerly with Lawton & Cates S.C., have opened Davey & Goldman Law Firm, 7609 Elmwood Ave., Ste. 203, Middleton, focusing on criminal defense, discrimination, employment and ERISA claims, personal injury, and litigation.

    Appointments, Elections

    The Hon. Ramona A. Gonzalez, Marquette 1981, La Crosse County Circuit Court, has been elected to a three-year term on the National Council of Juvenile and Family Court Judges board.

    Mark K. Harder, Iowa 1986, a partner with Warner Norcross & Judd LLP, Holland, Mich., has been elected chair of the State Bar of Michigan Probate and Estate Planning Section.

    Rebecca Rapp St. John, Chicago 2000, was appointed to the Dane County Circuit Court by Gov. Scott Walker. She previously was a Wisconsin assistant attorney general.

    The Wisconsin Supreme Court appointed the following three judges to the Committee of Chief Judges, effective Aug. 1: Chief Judge Randy R. Koschnick, Hamline 1985, Jefferson County Circuit Court, Third Judicial Administrative District; Chief Judge Neal A. "Chip" Nielsen III, Suffolk 1981, Vilas County Circuit Court, Ninth Judicial Administrative District; and Chief Judge Gregory J. Potter, Gonzaga 1984, Wood County Circuit Court, Sixth Judicial Administrative District. The supreme court reappointed Chief Judge Mary K. Wagner, U.W. 1982, Kenosha County Circuit Court, Second Judicial Administrative District; and Chief Judge Donald R. Zuidmulder, U.W. 1968, Brown County Circuit Court, Eight Judicial Administrative District. The committee elected Chief Judge William D. Dyke, U.W. 1960, Iowa County Circuit Court, as chair.

    The Wisconsin Supreme Court Planning and Policy Advisory Committee welcomes new members the Hon. James J. Bolgert, U.W. 1979, Sheboygan County Circuit Court, and the Hon. David M. Reddy, Thomas M. Cooley 1986, Walworth County Circuit Court.

    Charles P. Fischbach, U.W. 1967, received an award of distinction from the Federal Mediation and Conciliation Service in recognition of his professional activities "as a distinguished arbitrator providing dignity, fairness, and cooperative processes in collective bargaining."

    John H. FisherJohn H. Fisher, U.W. 1985, has obtained the designation of CCEP (Certified Compliance Ethics Professional) from the Society of Corporate Compliance and Ethics. Fisher is a health care attorney at Ruder Ware, Wausau.

    James D. FriedmanJames D. Friedman, Notre Dame 1972, received the Charles L. Goldberg Distinguished Service Award from the Wisconsin Law Foundation for his lifetime achievement in the legal profession and his distinguished record of civic service and commitment to bettering the legal profession. He is a partner in the Milwaukee office of Quarles & Brady LLP and chairs the financial institutions practice group.

    Godfrey & Kahn has been named a 2012 Gold Standard Firm by the Women in Law Empowerment Forum. Godfrey & Kahn has offices in Milwaukee, Madison, Appleton, Green Bay, and Waukesha.

    Donald E. Locke, Minnesota 1997 cum laude, is the 2012 recipient of the National Intelligence University's Friedman Award, given for the most outstanding thesis on a topic related to the U.S. homeland-security intelligence mission. Locke is a foreign service officer with the U.S. Department of State, Washington, D.C.

    Christine Liu McLaughlin, Marquette 1992, was named Woman of the Year by the National Association of Professional Women for demonstrating excellence and dedication within her profession. McLaughlin is a shareholder at Godfrey & Kahn, Milwaukee, with the labor, employment, and immigration practice group.

    The Hon. Sarah B. O'Brien, U.W. 1974, has retired from the Dane County Circuit Court after 20 years.

    The Hon. Patrick L. Willis, U.W. 1975, has retired from the Manitowoc County Circuit Court after 15 years.
