    Jonathan A. Duecker, U.W. 1995, has been appointed director of the Pennsylvania Office of Homeland Security by Gov. Edward G. Rendell. Duecker, who is on leave from Homeland Solutions LLC, Wayne, Penn., previously was deputy director of the homeland security office.

    Warren P. Kraft, Marquette 1974, has been appointed to the Joint Legislative Council's Special Committee on Municipal Annexation, which reviews conflicts arising under current annexation laws and develops means to reduce legal disputes between municipalities and towns. Kraft, who is the Oshkosh city attorney, also was reelected as regional (7th Circuit) vice president for the International Municipal Lawyers Association.

    Scott B. Franklin, Marquette 1995, and Mark J. Miller, Washington Univ. 1983, spoke at the ABA Family Law Fall 2004 CLE Program in October. They co-presented a program on "Tax Aspects of Divorce: Perspectives from the IRS and a Private Practitioner."     Awards, Degrees, Honors

    Len Kachinsky, U.W. 1978, has received the Army Commendation Medal for his six-month tour of duty at Fort Eustis, Va., as an administrative law officer in support of Operation Enduring Freedom. He practices criminal and traffic defense law in Appleton.

    Daniel I. Hanrahan

    Daniel I. Hanrahan, Marquette 2000, is one of four recipients nationally of the ABA Family Law Section Pro Bono Award, in recognition of his work representing domestic abuse victims and volunteering at the Task Force on Family Violence. He is an associate with the Milwaukee office of Quarles & Brady LLP, focusing on product liability, toxic tort, and personal injury litigation.

    The Hon. Angela B. Bartell, U.W. 1971, is the 2004 recipient of the Marygold Shire Melli Achievement Award, presented by the Legal Association for Women. Bartell has been a Dane County circuit court judge for 26 years and previously was a partner at the firm now known as LaFollette, Godfrey & Kahn. She is associate dean of the Wisconsin Judicial College and has worked with the Criminal Jury Instruction Committee, the Wisconsin Bench Book project, and the Wisconsin Safe Haven Planning Advisory Committee. Judge Bartell also has worked with many community organizations, including the Downtown Rotary Club, the United Way Board, Meals on Wheels, Habitat for Humanity, the Children's Theatre of Madison, and the Madison Repertory Theatre.

    The fellows of the Wisconsin Law Foundation (WLF) honored Jack R. DeWitt, U.W. 1942, with the inaugural Truman Q. McNulty Award for a lifetime of distinguished service to the legal profession, the State Bar, the state and the nation, and for his leadership in educating the public in the rule of law. McNulty, a lifetime member of the Fellows of the American Bar Association, founder of the WLF Fellows and the first president of the WLF Fellows Board of Trustees, passed away in January.

    Joseph S. Spence Sr., Washburn 1989, has been inducted into the National Vocational-Technical Honor Society and into Phi Theta Kappa Society, International Scholastic Order, based on his academic achievements.
