Labor Association of Wisconsin, Local 108 (the "Association"), and St. Croix County (the "County"), are signatories to a collective bargaining agreement providing for final and binding arbitration. Pursuant to the parties' request for the appointment of an arbitrator, the Wisconsin Employment Relations Commission, on June 21, 1994, appointed Jane B. Buffett, a member of its staff, to hear and decide a dispute regarding the interpretation and application of the agreement. Hearing was held in Hudson, Wisconsin on August 23, 1994 during which the parties reached agreement in which they authorized the arbitrator to issue the following
1. The existing grievances will be paid at 50%.
2. The following agreement will control until the successor contract is ratified, but will not be precedential:
A. When only one jailor is scheduled, a jailor vacancy will be offered to the jailor classification.
B. When two jailers are scheduled, the jailor vacancy will be offered to security officers. If no security officer is available, the County will offer the vacancy to a jailor before utilizing an extended off-going security officer and early called-in security officer.
C. If a vacancy occurs in a position scheduled for a security officer, the vacancy will be offered to security officers. If no security officer is available, the vacancy will be offered to jailers before extending or calling in a security officer.
