ORDER

This proceeding having been commenced on May 5, 2000, under Wis. Stat. §§ 111.07(8) and 111.70(4)(b), and ch. 227, to review a decision of the Wisconsin Employment Relations Commission under the Municipal Employment Relations Act (MERA), see Wis. Stat. §§ 111.70-111.77; and

The petitioner, Sandra Lea Benedict, having appeared pro se, the Wisconsin Employment Relations Commission and the Labor and Industry Review Commission having appeared by David C. Rice, Assistant Attorney General, the Wisconsin Education Association Council and the Eau Claire Association of Educators having appeared by John D. Finerty, Jr., Palmer & Finerty, S.C., and the Eau Claire Area School District having appeared by James M. Ward, Weld, Riley, Prenn & Ricci, S.C.; and

The court having reviewed the record and having considered the written arguments of the parties; and
