On November 24, 1998, the Wisconsin Employment Relations Commission issued an
Affirming and Modifying Examiner's Findings of Fact, Modifying Examiner's Conclusions
and Affirming in part and Reversing in part Examiner's Order. This decision was served on
parties by placement in the mail that same date.

On December 15, 1998, the Commission received a petition for rehearing from
Council 24, WSEU Local 1942, AFSCME, AFL-CIO.
Section 227.49, Stats. requires that a petition for rehearing be received by the
within 20 days of the date a final order is served on the parties. Rock County, Dec. No.
(WERC, 10/87). In this case, the 20-day period expired December 14, 1998. Therefore,
