JUDGMENT

The above-entitled proceeding having been commenced on August 19, 1987, to review a decision of the Wisconsin Employment Relations Commission under the Municipal Employment Relations Act; and

The petitioner unions having appeared by Richard V. Graylow, Lawton & Cates, S.C., the respondent-intervenor Kenosha County having appeared by Daniel M. Leep, Mulcahy & Wherry, and the Commission having appeared by David C. Rice, Assistant Attorney General; and

The court having reviewed the record and having considered the written and oral arguments of the parties; and

The court having issued its written decision on July 31, 1989.

Now, Therefore, IT IS ORDERED, ADJUDGED AND DECREED that the decision and order of the Wisconsin Employment Relations Commission dated July 24, 1987, is hereby affirmed in its entirety.
