    Appointments, Elections

    Wayne A. Arnold, U.W. 1974, has been elected Rice Lake city attorney, has been named a Rusk County court commissioner, and is a substitute school bus driver for the Rice Lake School System. He retired after 22 years with the State Public Defender.

    The Hon. Richard S. Brown, U.W. 1971, has been named chief judge of the Wisconsin Court of Appeals by the Wisconsin Supreme Court and will begin his three-year term on Aug. 1. He succeeds the Hon. R. Thomas Cane, who is retiring from the court of appeals.

    Noah D. Fiedler, U.W. 1995, has been elected to the Muskego Common Council. He is with Hinshaw & Culbertson, Milwaukee, and focuses on commercial and insurance litigation.

    The Kewaunee County Bar Association has elected the following officers: president - Steven G. Richards, Casco; vice president - Andrew P. Naze, Kewaunee; and secretary-treasurer - the Hon. Dennis J. Mleziva, Kewaunee.

    Awards, Degrees, Honors

    The Eastern District of Wisconsin Bar Association presented several awards at its annual meeting in Milwaukee in April. William J. Mulligan, Marquette 1960, received the Judge Myron L. Gordon Lifetime Achievement Award. He is a partner with Davis & Kuelthau S.C., Milwaukee. James L. Santelle, Chicago 1983, received the Judge Robert W. Warren Public Service Award. He is the Department of Justice attaché to the U.S. Embassy in Baghdad. Andrew N. Herbach, Marquette 1985, and Marie L. Nienhuis, Boston College 1987, received the Judge Dale E. Ihlenfeldt Bankruptcy Award for their work at the U.S. Bankruptcy Court's pro se help desk. Herbach is with Howard, Solocheck & Weber, Milwaukee. Nienhuis is with the Milwaukee office of Godfrey & Kahn. The Judge John W. Reynolds Community Building Award was presented to the Marquette Volunteer Legal Clinic, which provides free walk-in advice and referrals for noncriminal cases.

    Douglas H. Frazer, Northwestern 1985, was named a 2007 Burton Award Winner for his article "Absurdist Humor and the Form-Substance Dialectic in Tax Law," published in Tax Notes. Frazer is a tax partner with DeWitt Ross & Stevens, Milwaukee.
