Feb. 2, 2011 — Many of Wisconsin's approximately 40 "specialty" or "problem-solving" courts have cropped up in the last five years. These courts hold nonviolent offenders accountable while providing an opportunity to address the root cause of their problems — often substance abuse — through counseling and treatment.
